I have eczema around my belly button area. Can I still get my belly buttion pierced?

i have my eczema breakout around my belly button area because i have an allergic reation to the nickle in my jeans. Is it okay and safe to get my belly button pierced? Will a piercer even pierce it if there is a rash there?
