Eczema Treatment Care

i have my eczema breakout around my belly button area because i have an allergic reation to the nickle in my jeans. Is it okay and safe to get my belly button pierced? Will a piercer even pierce it if there is a rash there?

It seems every month this itchy rash comes back. It’s right below my belly button and it scabs up from scratching. It will this way for about a week then disappears. Soon enough it comes back a month later. What could this be?

First i thought it was contact dermatitis. Im allergic to nickel so I thought my belt rubbing up against me was causing this. But I do not believe so anymore
