My 18 month old has eczema. I noticed milk products make it worse. Besides soy what formula can she have?

Regular formula & cow’s milk only makes it worse so I put her on Soy formula. I read that soy products contribute to eczema also. What Kind of formula can I give her? She is a preemie baby so she need the extra nutrition in the formula because she is underweight. Suggestions?
